In Ukraine, the term OSBB (ОСББ), which stands for "Об'єднання співвласників багатоквартирного будинку," translates to the "Association of Co-owners of an Apartment Building." OSBBs are a distinctive organizational and legal concept uniquely tailored to manage and maintain residential apartment buildings. This article explores the key aspects of OSBBs, including their establishment, roles, and significance within the Ukrainian context.


Formation of OSBBs


OSBBs came into existence in Ukraine as part of a broader housing reform aimed at decentralizing decision-making in residential property management. The process of setting up an OSBB typically follows a specific procedure:


Initiation: The inception of an OSBB usually occurs when a group of apartment owners within a multi-apartment building decides to collaborate for more effective property management.


Meeting and Decision-Making: The initiators convene a general meeting of co-owners, during which they deliberate the idea of forming an OSBB and conduct a formal vote to confirm its establishment.


Registration: Following the decision to create an OSBB, the organization must be formally registered with local authorities, often involving notarial procedures and the submission of pertinent documentation.


Functions and Responsibilities


OSBBs are entrusted with several vital functions concerning residential buildings:


Property Management: OSBBs take charge of the upkeep and operation of communal areas, such as hallways, staircases, and courtyards, ensuring that the building remains in a good state of repair.


Utilities: OSBBs handle the payment and equitable distribution of utility expenses among co-owners, which typically include water, heating, electricity, and waste disposal.

Budget Management: They are responsible for creating and managing a budget for the building. This entails collecting contributions from co-owners, allocating funds, and planning for maintenance and repairs.


Legal and Administrative Affairs: OSBBs represent the interests of co-owners in legal matters related to the building, including disputes, contracts, and adherence to regulations.


The establishment of OSBBs has yielded several notable impacts on residential property management in Ukraine:


Local Empowerment: OSBBs empower residents to actively participate in the management of their apartment buildings, fostering a sense of ownership and responsibility.


Enhanced Living Conditions: By ensuring regular maintenance and efficient management, OSBBs contribute to improved living conditions for co-owners.


Transparency: OSBBs promote transparency in financial matters and decision-making, with meetings regularly held to discuss and vote on important issues.


Resource Efficiency: They facilitate optimized resource usage and reduced operational costs by eliminating intermediaries and encouraging direct cooperation among co-owners.



While OSBBs have made significant strides in improving residential property management in Ukraine, they are not without challenges. These challenges may encompass difficulties in achieving consensus among co-owners, financial constraints, and adherence to regulatory requirements. Nevertheless, the concept continues to evolve, with the potential for further enhancements in the future.


The OSBB, or "Association of Co-owners of an Apartment Building," assumes a pivotal role in the management and upkeep of multi-apartment buildings in Ukraine. This concept empowers residents, enhances living conditions, and promotes transparent and efficient property management. While challenges exist, OSBBs remain at the forefront of housing reform efforts in Ukraine, serving as a model for more inclusive and accountable residential management.
